The Senate has passed the Matthew Shepard Act by a wide margin, but in doing so has attached it to a Department of Defense spending bill that President Obama has said he will veto. He and Secretary of Defense Gates are against F-22 spending. One solution might be that Senators Carl Levin (D-Michigan) and John McCain (R-Arizona) are working on an amendment to strip the F-22 part out of the bill; we'll know if this is going to "fly" on Monday.
